Our Story
Built for the
Gap That Exists
America faces a widening gap between the cyber threats targeting our communities and the capacity to defend against them. Civilian Reserve was built to close it.
Our Mission
Mobilize. Qualify. Surge.
Civilian Reserve is a 501(c)(3) nonprofit that builds and deploys a ready reserve of experienced cyber and emergency-preparedness professionals to protect the communities, infrastructure, and essential services that Americans depend on every day.
Our flagship initiative, Operation VetSurge, partners directly with state governments to recruit, qualify, align, exercise, and surge defenders — on demand, at scale, across all 50 states.
The Coalition
Two Organizations. One Mission.
Civilian Reserve
Institutional Umbrella
The parent nonprofit that owns the workforce development, readiness, and partnership infrastructure. Civilian Reserve provides the legal, operational, and strategic foundation for all coalition activity.
Rampart Defense Alliance
Coalition Partner
A sister organization that extends the coalition's reach into specialized defense and infrastructure sectors, bringing additional expertise, networks, and operational capacity to VetSurge deployments.
How We Operate
Three Pillars of Civilian Reserve
Workforce
We identify, qualify, and mobilize experienced professionals — military veterans, cleared civilians, and subject-matter experts — into a ready reserve of cyber defenders.
Readiness
Through exercises, assessments, and structured surge protocols, we ensure our defenders are mission-ready before they are ever called upon.
Partnerships
We work directly with state governments, critical infrastructure operators, and community leaders to align capability with real-world need.
What We Stand For
Our Values
Mission First
Every decision is filtered through one question: does this protect the people and systems America depends on?
Earned Trust
We vet every defender. States and communities deserve to know exactly who is showing up on their behalf.
No Bureaucracy
We move at the speed of threat. Flat structure, clear authority, and a bias toward action.
Civilian-Military Bridge
We honor the service of veterans by giving them a meaningful second mission — and we honor communities by connecting them to that experience.
